Primitive commerce events can take place every 5 years as long as an empire has a Commercial Agreement with a pre-FTL civilization. Once a primitive commerce event takes place the same empire will not receive another primitive commerce event for 15 years. Each event can only happen once. Empires with the Broken Shackles origin cannot get these events from the homeworld of any of their starting species.

Enslaved

We have received disturbing reports from the [pre-FTL civilization name] Pre-FTLs: in remote regions of the planet, several spacefaring merchants, mainly smugglers, have disappeared along with their ships. A discreet investigation revealed that they were pressed into work in the mines, far from prying eyes.

It is important to note that this was not done by the [pre-FTL civilization name] authorities, but rather a few local warlords and criminals, and that all of the abducted individuals were in violation of the treaties we signed with the Pre-FTLs.

Invasive Species

They move fast, and are tiny enough that our sensors can't detect them. Given their rapid breeding, it has become increasingly difficult to contain the invasion.

Unfortunately, the species is a symbol of plenty to the people of [pre-FTL world name]. How we respond to this could affect our relations with the [pre-FTL species plural].
