Random events
Diplomatic events have a small chance to trigger every 5 years as long as an 
Official is assigned to a Federation or the Galactic Community. Each event can happen multiple times per game but no more than once every 15 years. They can also be triggered by the Spark Diplomatic Incident operation.
Scandalous Insult
We have caught a delegate from the [alien empire name] in a rare blunder, letting slip their empire's true feelings about us to another, anonymous party. More than the usual political mud-slinging: these amount to an outright insult, as it appears we are the subjects of fierce ridicule amongst [alien empire adjective] society.
Whether or not we pay any mind to this baseless slander: diplomacy and pride would demand that we stand our ground.

Substance Abuse
Our ambassador corps has for some time been concerned at the performance of [official name], one of our officials to the [Galactic Community or federation name]. Now, evidence has come to light that [he or she] appears to have fallen prey to an alien substance from the [alien alien name] that has proven extremely addictive to [main species plural].
Although the trade in this substance is highly illegal among the [alien species plural], a lucrative black market run by cutthroat drug lords has sprung up. These drug lords, who apparently managed to introduce it to [him or her] as a potent aphrodisiac, now exert a considerable degree of influence over [official name], who is forced to do their bidding in return for satisfying [his or her] cravings.

Although we are not able to count ourselves among the true superpowers of this galaxy, we have often been able to punch above our weight in galactic affairs. As a result, even though not everyone may fear the might of our navy or long to match the depths of our coffers, they nevertheless admire the prowess of our diplomatic corps.

A cacophony of voices may be heard in the Galactic Community - not all of them friendly, and certainly not all of them aligning with [empire adjective] interests. Unfortunately, it seems that Ambassador [official name] has been listening to the wrong voices. Eyebrows were raised when [he or she] attended several conferences hosted by the [faction name]. Now it has emerged that a large sum of credits traceable to that organization were transferred to [him or her].
[official name]'s colleagues demand that [he or she] be recalled, citing trust issues. However, some of our more devious advisors suggest that we could strike a deal to keep [him or her] in place in return for a share of the pot.

Fortunately, the [opposing ethics empire main species] took this in good grace, recognizing the need for compromise in the interest of a more harmonious relationship with their alliance partners.

A Strange Creature
[official name], our official to the Galactic Community, has been spending a disturbing amount of time tending to a strange, small mammalian creature that began following [him or her] around. Presumably a domestic pet that escaped from one of the other delegations, it is undeniably cute but shows no sign of sapient thought. Although it is highly carnivorous and exhibits sharp teeth and claws, it is generally affectionate and desires plentiful physical contact in the form of petting - though its mood swings can be sudden and violent!
Although the creature has proved a distraction for [official name]'s more serious tasks, other delegates have commented on the endearing nature of the softer, more sentimental side of the [main species name] psyche that has been revealed.
